The Economics of the Commons: Organizing Private Transactions in Communications
The commons approach has become an important part of the debates over spectrum, peer-to-peer music and open source software. However, there has been only little theory, and almost no economic analysis on non-property rights regimes. This conference discusses the economics of the commons frameworking as a generalizable way. Although "commons" have been mostly associated with publicly-held properties, the notion applies to all exchange regimes. The starting point is that the rules, standards, and governance that enable commercial activities are public goods that benefit all participants.
Conference presentations will consider several current commons arrangements,-- including spectrum, flat-panel display manufacturing, and online music,-- to illustrate how the commons model can improve regulation, business strategy, and new markets.
